Position Overview

United States of Care (USofCare) is seeking a Health Policy Data Scientist to play an active and pivotal role in our research and community engagement initiatives. The Health Policy Data Scientist will lead in overseeing and managing past, present, and future data collected via mixed-method approaches to ensure that USofCare's work is centered around the genuine needs of people. This position reports to the Senior Director of Research & Community Engagement.

As a Health Policy Data Scientist, you are a self-starter with a deep curiosity about how data and insights from individuals can bring healthcare policy to life. As the organization’s Data Scientist, you are excited to advance our data systems and processes and conduct analysis to generate and better leverage insights for our policy and advocacy efforts. You excel at seeing the people behind the data and applying analytical and methodical approaches to generate meaningful insights to help shape USofCare's policy and narrative approaches. You are aware of and have experience with evaluating data collection techniques, analysis, and reporting within a responsible and ethical AI framework. With at least 4-6 years of experience in the healthcare system and/or bioinformatics, you possess an understanding of critical topics like social determinants of health and/or epidemiology.

In this role, your responsibilities will encompass various aspects of data governance and management. You will maintain, and manage a data lake containing both structured and unstructured data, documenting data engineering and data science processes, consult on methodologies, and generate findings for future reference and reproducibility. You are able to explain your data analysis and engineering approaches to both technical and non-technical stakeholders externally and internally using reports and presentations to summarize your analysis results and insights. Regular data audits and implementation of best practices for data governance and compliance are part of your routine tasks, along with identifying and prioritizing necessary data analysis and execution in collaboration with the Senior Director of Research and Community Engagement.

You will support the day-to-day execution of health informatics reports and data queries, addressing both planned and emergent data needs. You will optimize data ingestion and cleaning processes, build data pipelines to derive insights from various data sources using NoSQL or SQL and Python as required, and create and manage custom reports, dashboards, and data visualizations using tools such as PowerBI, Looker, and Tableau. You will introduce automation by utilizing innovative and modern tools and techniques, aiming to partially or completely automate the most common and repeatable data preparation and integration tasks. You will develop methods to continuously pull and update data for ongoing projects, and excel at creating reusable code for data analysis.

Your data science duties will involve executing exploratory data analysis (EDA) to identify and visualize a broader understanding of the data. You will explore different modeling approaches to determine the best fit for the provided data. You have extensive expertise in assessing trade-offs among modeling approaches, optimizing the balance between complexity and interpretability, and developing creative strategies to generate novel, actionable insights. You are constantly exploring innovative ways to produce comprehensive and meaningful findings with a focus on health equity. You take initiative to integrate diverse data structures and sources, and leverage external datasets to enrich internal data and increase analytic depth and impact. You have experience conducting advanced longitudinal data analysis of qualitative and quantitative data, and working with multimodal data such as text, audio and video. Keeping abreast of the latest advancements in data science, machine learning, and related fields through self-study, attending conferences, and participating in online courses or workshops is essential. Additionally, you will manage multiple projects simultaneously, prioritizing tasks, meeting deadlines, and coordinating with team members to ensure project success. Other research-related duties as assigned will also be part of your role.

Technical Qualifications

At least a Bachelor's degree in Statistics, Mathematics, Operations Research, Computer Science, Information Systems, Engineering, Economics, Data Science, Data Analytics, Health Informatics, or similar discipline is preferred;
4-6 years of professional experience, with the following:
- At least 2 years of experience supporting data analytics programs, with experience in core technologies such as Tableau, PowerBI, Azure, and other relevant tools;
- At least 3 years of experience supporting healthcare initiatives and projects;
- 2+ years of experience with statistical and general-purpose programming languages for data analysis;
- 2+ years of experience with data exploration, data cleaning, data analysis, data visualization, or data mining;
- 2+ years of experience analyzing structured and unstructured data sources.
- 2+ years of experience developing predictive data models, conducting quantitative analysis, and visualizing outcomes using a statistical/general-purpose programming language such as Python, R, or SAS;
- 2+ years of experience with natural language processing, text mining, or machine learning techniques used to develop insights into unstructured data;
Ability to develop dashboards using data visualization applications such as Tableau or Microsoft Power BI;
Strong experience with one or more scripting languages, including but not limited to R, Python, SAS, C, etc.;
Strong experience with database or querying languages such as SQL, NoSQL, PostgreSQL, etc.;
Experience developing predictive data models, quantitative analyses, and visualization of targeted data sources;
Experience with data extracting, cleaning, and transforming techniques, especially with large datasets and/or relational databases using tools like Spark, and Hadoop;
Experience with natural language processing, text mining, or machine learning techniques;
Knowledge of data gathering, cleaning, and transforming techniques.
Demonstrated experience in handling large data sets containing both structured and unstructured data and relational databases;
Strong aptitude for conducting quantitative and qualitative analysis.

Work at United States of Care

USofCare is committed to equity in our compensation policy. The salary for this position is $115,000 - $125,000 annually depending on experience.

USofCare’s paid time off includes accrued sick time, an unlimited vacation policy, paid parental and medical leave, and office closures throughout the year for holidays and breaks. This position is full-time and is fully remote. Work hours are during USofCare’s business operating hours of Monday - Friday, 9:00am - 5:00pm. We require this role to work on a Central or Eastern Time Zone schedule, and work outside of normal operating hours may sometimes be necessary.
