New hires may earn a salary ranging from the minimum to the midpoint of the pay scale, with education and experience taken into consideration.

The Vice President of Quality, Innovation, and Health Services is a new position that is responsible for creating, developing, and overseeing the vision, theory of care, structure, and implementation of a resident facing division at Plymouth that integrates Case Management, Community Outreach, Clinical Quality Assurance, and related services with access to substance use disorder, mental health and primary care service. This position also provides clinical oversight and operational direction for integrating all behavioral health services for residents experiencing mental illness, substance abuse disorders or co-occurring conditions living in Plymouth’s permanent supportive housing portfolio.
With the goal of increasing overall well-being and whole person care, this position will oversee, professionalize and standardize Plymouth’s suite of services to residents in alignment with supportive housing and behavioral health best practices. The service mix will leverage technology, industry expertise, and local service partners. This role is key in ensuring the delivery of high-quality, whole person care with a trauma informed care approach.
This position will also oversee state and local service-oriented grants, private foundational grants, and federal grants from Health Resources and Services Administration (HRSA) and Centers for Medicare and Medicaid Services (CMS). This position will be expected to continually seek new and appropriate revenue streams for all clinical work.
Plymouth Housing is a nonprofit organization that develops and operates permanent supportive housing for single adults who have experienced chronic homelessness. With apartment buildings throughout King County, Plymouth is helping the most vulnerable members of our community leave homelessness behind forever. WHAT YOU CAN EXPECT TO BE DOING IN THIS ROLE AT PLYMOUTH HOUSING
Strategic Leadership & Division Building
- Establish and lead Plymouth’s new Quality, Innovation, and Health Services division.
- Develop the vision, structure, and operational plan for integrating case management, behavioral health, and supportive housing services.
- Drive organizational alignment with best practices in trauma-informed, evidence-based, and culturally proficient care.
Clinical & Program Oversight
- Provide clinical oversight for behavioral health, substance use, and co-occurring services.
- Ensure services align with harm reduction and housing first principles.
- Lead program evaluation, continuous improvement, and the development of key performance indicators.
Partnerships & Collaboration
- Build and maintain strategic partnerships with healthcare institutions and community providers (e.g., Harborview, NeighborCare, KCICN, UW, SU).
- Serve as Plymouth’s primary representative for health integration efforts at the city, county, and state levels.
- Negotiate partnership agreements to expand access to care and improve resident outcomes.
Grants & Compliance Management
- Oversee state, local, federal, and foundation grants related to case management and health services (e.g., HRSA, CMS, FCS).
- Ensure compliance with funder and regulatory requirements.
- Identify and pursue new revenue streams to sustain and expand clinical programs.
SOME KNOWLEDGE, SKILLS, AND ATTRIBUTES WE NEED FROM YOU
- Deep knowledge of harm reduction, housing first, and trauma-informed care.
- Strategic leadership experience in behavioral health and supportive housing.
- Strong understanding of Medicaid financing, MCOs, and public health systems.
- Expertise in quality assurance, program evaluation, and regulatory compliance.
- Exceptional communication, partnership development, and cross-functional leadership skills.
- Ability to promote an inclusive and culturally responsive environment, ensuring services are delivered in alignment with federal, state, and contractual requirements.
QUALIFICATIONS
- Master’s degree in Social Work, Psychology, Public Health, or related field.
- Washington State clinical licensure (e.g., LICSW, LMFT, LMHC) required.
- 15+ years of progressive leadership in health and human services, with at least 8–10 years in senior management.
- Experience in behavioral health program integration, supportive housing, and Medicaid populations.
- Proven success launching new programs and managing multi-site operations.
- Grant writing and reporting experience preferred.
