The Health Safety & Environment (HSE) Specialist supports management and project teams to ensure compliance with relevant HSE laws and regulations. This highly visible position designs and implements respective internal guidelines for the company as well as monitors and analyses changes in HSE legislation.
This person also completes internal HSE inspection of units. Evaluates procedures. If required, ensures availability of HSE support for unit. Completes regulatory reporting. Attends external HSE audits and maintains contact to authorities. Designs and implements HSE trainings. In cases, completes thorough investigations of incidents and recommends improvement measures. May advise HSE support staff technically.

- Developing, implementing, and continuously improving Safety, Environmental and Energy policies & procedures, driving toward best practices.
- Planning, scheduling and providing required training, including new hire orientation.
- Reviewing and approving new or updated manufacturing processes, equipment, facilities, and other project work.
- Investigating and responding to all Safety, Environmental and Energy incidents, including root cause analysis, containment, corrective / preventive action, and reporting.
- Planning, scheduling and performing internal audits (e.g. ISO standards, compliance audits, regulatory audits, hazard identification, etc…).
- Coordinating, participating and responding to external audits (e.g. regulatory agencies, management system audits)
- Tracking and following up on Corrective / Preventive Actions generated from audits and incidents; ensuring completion and effectiveness.
- Preparing, maintaining, and testing any plans necessary for emergency preparedness or regulatory compliance (e.g. emergency response guide).
- Serving as emergency coordinator, including maintaining 24-hour emergency support personally or as part of a call order sequence team.
- Maintaining all necessary HSE performance metrics, records and permits as required by internal processes, corporate needs, and local, state, or federal agencies (e.g incident / accident records, OSHA 300 log, safety data sheets).
- Supporting Facilities department in their Safety-related activities (e.g. equipment inspection & maintenance, waste management, waste water pre-treatment plant, personnel safety).
- Supporting Human Resources and HSE team on health-related programs; (e.g. worker's compensation, return-to-work, light duty, ergonomics, and new-hire screening).
- Providing technical support, guidance, and periodic audits to other KB Rail North America locations as needed.
- Supporting product-related Safety, Environmental and Energy activities as needed.
- Supporting all Quality, Product Safety, and Health/Safety/Environmental/Energy policies.
- Adhering to all relevant statutory or regulatory compliance obligations.
- Adhering to the Integrated Management System policies, procedures and instructions.
- Supporting relevant key performance indicators (KPIs), as defined in the goal tree.
Skills and Competencies
- Has knowledge and experience in occupational safety, environmental and energy regulations, programs, and requirements.
- Has knowledge of manufacturing ergonomics.
- Has a high level of problem-solving ability.
- Has excellent organizational skills.
- Strong analytical tools, Six sigma training preferred.
- Has a strong initiative / self-starting skills, able to act with sense of urgency and works well without constant supervision.

Required Education and Experience
- Bachelor’s Degree in Occupational Health and Safety or Related Field
- 2-5+ Years of Relevant Experience in Safety, Environmental and Energy systems
Preferred Education and Experience
- OSHA Training, OHST or Similar Certification, OHSAS 18001/ISO 45001/ISO 50001, 14000 Knowledge
- Six Sigma Training
Supervisory Responsibility
This position has no supervisory responsibilities.
Work Environment
The employee will be required to perform duties on a computer terminal. The employee may be exposed to shop floor conditions, i.e. noise, heat, cold, dust/dirt etc.
